As someone managing a fleet of over 500 vehicles, I know for a fact: a car doesn't start with the ignition key, but with its identification number. The VIN code (Vehicle Identification Number) is not just a random set of characters; it is a unique "passport" for the vehicle, containing the whole truth about its origin, configuration, and history.

In the Ukrainian market, where a significant portion of cars are imported from the USA and Europe, the ability to work with this code is a matter of your financial security. When we register new cars into our fleet to offer clients secure car rental in Kyiv, the VIN verification procedure is a mandatory stage of our "entry control." In this article, I will break down how to independently conduct Due Diligence on a vehicle using just 17 characters.

Where is the Car VIN Code Located: Hidden and Obvious Places

According to the ISO 4030 standard, manufacturers apply the VIN code in several locations. This is done intentionally to make life difficult for fraudsters. If you are inspecting a car, do not limit yourself to just one spot.

Where to find the car VIN code during a primary inspection:

  1. Dashboard (under the windshield): The most accessible place, usually on the driver's side. The code is often visible through a special window in the glass.
  2. B-Pillar: A factory plate or sticker is placed on the door pillar (driver's or passenger's side). It is crucial here to check the integrity of the rivets or the sticker itself-any signs of interference are a warning signal.

However, an expert inspection always includes searching for structural (critical) markings. These are places where the car VIN number is stamped directly onto the metal of the body or frame. Faking them without serious bodywork, which leaves traces (welding, grinding), is almost impossible.

For example, in Toyota vehicles, the VIN code can be found on the frame (visible when the door is open), while in Opel cars, it is often on the upper front panel under the hood.

VIN Code in the Tech Passport: Checking Documents

The legal basis for vehicle ownership is the Vehicle Registration Certificate (Tech Passport). In Ukrainian documents, the VIN code in the Tech Passport is traditionally placed in the field marked with the letter "E".

An important nuance: sometimes you may encounter two numbers in the documents. This happens when there has been an authorized replacement of body components (e.g., due to damage or wear). If such a procedure was official, both the old and the new numbers are entered into the Tech Passport. This is legal.

But if you see signs of interference on the metal, yet there is only one VIN code on the Tech Passport-this is a direct sign of criminal activity.

VIN Structure: What the 17 Characters Hide

Since 1981, the ISO 3779 standard has been in effect, unifying the car VIN code to 17 characters. This combination is divided into three logical sections, each responsible for its own block of information.

Decoding VIN Sections

  1. WMI (World Manufacturer Identifier) - positions 1-3:This is the car's "geography." The first character indicates the country of origin, the following ones indicate the manufacturer. This is the baseline that allows you to understand where the car came from.
  2. VDS (Vehicle Descriptor Section) - positions 4-9:The technical passport in digits. The model, body type, engine, transmission, and safety systems are encrypted here.
    Important: The 9th position is the so-called Check Digit. For the North American market (USA/Canada), it is mandatory. A mathematical algorithm allows checking the integrity of the entire code. If you are buying a car from the USA and the check digit does not match the calculation, it is a 100% forgery.
  3. VIS (Vehicle Identifier Section) - positions 10-17:The individual history of a specific unit:
    • 10th character: Model year.
    • 11th character: Manufacturer plant code.
    • 12-17th characters: Serial number (Sequential Number).

Decoding the VDS is especially useful for engine verification: factory data must match what is under the hood.

Due Diligence: History Verification Algorithm

The presence of a physical number is only half the battle. You need to check the car's "digital footprint." The expert algorithm consists of several stages.

Stage 1: State Verification (Ukraine)

You can order an official extract through the Ministry of Internal Affairs (MVS) Electronic Driver Cabinet. The service costs 54.82 UAH.

What you will get:

  • Date of first registration.
  • Number of owners.
  • Information on restrictions (liens).It is worth remembering that the state registry only shows history after the first registration in Ukraine.

Stage 2: International Databases

For imported cars, it is critical to use commercial services (e.g., Cebia, AUTO.RIA, etc.). They pull data from abroad.

What we look for:

  • Reality of mileage (recorded at maintenance checks in Europe).
  • History of accidents and insurance payouts.

Often, such deep analysis reveals unpleasant surprises. That is why for businesses, we often recommend car leasing: you receive a vehicle whose legal and technical purity is already guaranteed by the leasing company, removing the risks of buying a "pig in a poke" from yourself.

Legal Consequences: Article 290 of the CCU

Manipulations with the car VIN code are not just a technical problem, but a criminal offense. Article 290 of the Criminal Code of Ukraine (CCU) provides for liability for the destruction, forgery, or replacement of identification numbers of components and assemblies.

Sanctions may include fines, correctional labor, or restriction of liberty for up to 3 years. But the scariest thing for a buyer is the status of "material evidence" for the car. If an examination reveals a "re-stamped" number, the car can be confiscated. Even if you are a bona fide purchaser, getting your money back will be extremely difficult.

Conclusions

The VIN code is the foundation of transaction security. Neglecting to check it can cost you the full value of the car.

Buyer's Checklist:

  1. Verify the code in field "E" of the Tech Passport against the code under the windshield.
  2. Check structural markings (engine bay, floor) for welding traces.
  3. Order a paid report from the Ministry of Internal Affairs (54.82 UAH) and a check in international databases.
  4. Ensure the correctness of the Check Digit (for cars from the USA).

Document cleanliness is critical not only for selling but also if you plan on driving abroad in your own car-border services meticulously check the VIN, and any discrepancy will be grounds for detaining the vehicle.
