License plates of Ukraine: everything you need to know

Registration of vehicles with license plates is a standard procedure worldwide, and Ukraine is no exception. Vehicle license plates enable the identification of a car and its owner through a unique alphanumeric code. Manufactured in accordance with state standards, Ukrainian license plates are region-specific, which significantly simplifies and speeds up vehicle identification when needed.

History of License Plate Development in Ukraine

The first state license plates of independent Ukraine were created based on Soviet standards in 1992. The Ukrainian flag and the letter designation "UA" appeared on the left side of the license plate.

From 1992 to the present, Ukrainian license plates have undergone several changes:

  • In 1994, the first national standard, DSTU 25/88-94, was approved.
  • Between 1995 and 2004, changes were introduced, making license plates five-digit. On the left side of the rectangular plate under the Ukrainian flag, a numeric code indicated the vehicle registration area, while two large letters at the end of the plate represented the regional series. During this time, reflective coatings and holographic security elements began to be applied to license plates.
  • In 2004, new standards (GOST 3650-2004 and 4278-2004) were approved, increasing the number of characters to eight. The national symbols, including the trident and the letter code "UA" on the flag background, were placed on the left. Latin letters were introduced for easier international identification. This period also saw the introduction of different background colors for various vehicle purposes and license plates in the American format for transit, heavy-duty, and technical vehicles.
  • In 2012, new standards (GOST 3650-2012 and 4278-2012) were adopted. The updated design became available in April 2015, aligning more closely with European standards.
  • In 2018, additional combinations such as "KA" and "KM" expanded the codes for regional plates.
  • In April 2021, new letter combinations were added to regional codes (e.g., "TA," "TT," etc., for Kyiv).

In January 2023, additional series were introduced to allow electronic vehicle registration.

Structure of Modern License Plates

Modern Ukrainian license plates are specialized signs made of aluminum or plastic (for certain vehicle categories). Regional Ukrainian license plates, according to the 2004 standards, consist of eight characters:

  • The first two letters indicate the region of registration;
  • Four digits represent the vehicle's registration number in the database;
  • The last two letters indicate the series of license plates assigned to specific regions or institutions.

Regional Codes and Series of License Plates

Each region of Ukraine has unique letter codes for its license plates. These unique combinations indicate the region where the vehicle was registered.

For the regional codes and series, 12 letters that are identical in Cyrillic and Latin alphabets are used.

The series of license plates are formed differently from the regional codes:

  • For cars, letters are taken from the beginning of the alphabet (e.g., "AA," "AB," "AC");
  • For trailers and semi-trailers, letters are taken from the end of the alphabet (e.g., "XX," "XT," "XR").

With the introduction of electric vehicle registration, regional license plates with Latin letters "Z" and "Y" were introduced (e.g., "ZA," "ZB," "YA," "YB"). Car rental with a driver allows you to avoid concerns about license plate compliance with modern standards. BLS ensures that vehicles are registered in accordance with legal requirements.

Types of License Plates by Color and Purpose

Modern Ukrainian license plates come in several background colors to indicate the vehicle's purpose. Standard regional plates are white with black characters and national symbols.

Blue Plates

Vehicles belonging to state and law enforcement agencies use blue plates with white characters. Plates for various categories of vehicles of the National Police of Ukraine vary in size:

  • 520x112 mm for cars, self-propelled machines, trailers, and mechanisms;
  • 220x174 mm for motorcycles and other motor vehicles.

Blue plates for government and law enforcement vehicles follow a civilian coding scheme: regional code, registration number, and letter series.

Black Plates

Black plates with white characters are used for military vehicles:

  • Armed Forces of Ukraine;
  • State Border Guard Service of Ukraine;
  • State Emergency Service of Ukraine;
  • State Special Transport Service.

These plates are produced in two sizes:

  • 520x112 mm for cars, buses, self-propelled machines, trailers, and mechanisms;
  • 220x174 mm for motorcycles, tractors, and tractor trailers.

Some government agencies use distinctive markings:

  • The State Emergency Service uses a yellow cross and the letter "E" instead of a series;
  • The National Guard uses a trident emblem and the letter "G".

Border Guard vehicles are marked with a green Cossack cross and the letter "V" instead of a series.

Yellow Plates

Public transportation (both urban and intercity) uses yellow plates measuring 520x112 mm.

The character color depends on the vehicle type:

  • Black characters for buses and taxis;
  • Dark green characters and a blue stripe on the left for electric buses and minibusses.

License plates for taxis with passenger transport licenses:

  • Black characters and a blue stripe on the left for standard taxis;
  • Dark green characters and a blue stripe on the left for electric taxis.

The plates feature state symbols, including a stylized flag and coat of arms, as well as the code "UA".

Green Plates

Electric vehicles use plates with dark green characters. The series, marked by Latin letters, begins with "Z" or "Y." The plate size is 520x112 mm.

Red Plates

For single-use trips (delivery from the dealership or manufacturer), vehicles use red plates with white characters. These plates, measuring 520x112 mm, are intended for transit vehicles, trailers, buses, minibusses, etc. A sticker with the date of issue can be placed on the left side of the plate.

Special and Personalized Plates

Ukraine also offers special license plates for vehicles used by:

  • Members of the Verkhovna Rada;
  • Cabinet Ministers;
  • Heads of state committees, etc.

Special plates that may serve as a second set typically have 2-3 digits.

Special plates also include white plates marked with the letter "D" and a code for vehicles belonging to:

  • Embassies;
  • International organizations;
  • Consulates;
  • Family members and staff.

Personalized or custom plates were introduced in 2004. These white plates with black characters are made to order. They can display words and logos but are valid only within Ukraine.

Changes and Updates to License Plate Standards

License plate standards are frequently updated. For example:

  • Electric vehicles began receiving plates with a white background, dark green characters, and series "Z" or "Y" in fall 2020.
  • In May 2022, the letter "Z" was discontinued, leaving only "Y" as valid.
  • In April 2023, the Ukrainian government banned the use of "Z" and "V" in custom plates due to associations with enemy symbols.

In January 2023 (based on amendments from December 12, 2022), new series for license plates were introduced for vehicles registered through state portals:

  • The "Diia" portal (series "DI," "PD");
  • The Driver's Electronic Cabinet (series "ED," "DC").

These letters replace the regional designation on the plate.
